Inside the limits it acts, outside them it asks.

Guarded Mode gives the Growth Brain a write path, bounded by the Campaign Constitution. A budget shift that stays under the daily movement limit and targets a campaign the business metrics service currently reports above minimum margin executes and lands in the log. The same shift stops and becomes an approval request if it would breach max CAC, touch a protected campaign or exceed the day's movement allowance, with the failing clause named and the intended change shown. Escalation is the designed outcome of a limit, not a failure.

The check runs at execution time

Limits are evaluated against the account's current state at the moment of the write, not at the moment the plan was made. A campaign that has crossed its max CAC overnight blocks any action that would add budget to it, even one drafted hours earlier. Stale plans cannot slip through on yesterday's numbers.

Daily movement is its own budget

Each account sets how much budget may move in a day and how far a single campaign may move in one step. Once that allowance is spent, further changes queue for the next window or escalate for approval. A large reallocation therefore arrives as a sequence of bounded steps you can watch, not one overnight jump.

Escalations name the clause that blocked

An escalation states which limit stopped the action, the value that tripped it, and what the action would have done. Approving that one escalation does not loosen the limit; changing a limit is a separate, versioned edit to the Constitution with its own author and timestamp. The difference between an exception and a policy change stays visible.

In this capability
