The Campaign Constitution is an account-level object: total and daily spend limits, maximum movement per day, max CAC, minimum margin, protected campaigns, approval requirements and minimum evidence per action type. Autopilot executes recommendations that pass every applicable check and stops at the ones that do not, queuing them for approval. There is no mode in which it acts outside the Constitution. Each executed action is logged with the evidence behind it and the path back.
The Constitution is the whole permission set
Each action type carries its own rule: which campaigns it may touch, how much it may move in a day, how much evidence it needs, and whether a person must approve it. Raising a limit is an edit to the Constitution, recorded with who changed it and when. No action inherits permission from a previous one.
Blocked actions stay visible
A recommendation that fails a check is held, not discarded. It is shown with the specific constraint it violated — max CAC exceeded, protected campaign, evidence below threshold — so you can approve it once or amend the limit deliberately. Nothing is quietly dropped for being inconvenient.
Reversal is a first-class operation
Every autopilot action stores the state it changed before changing it. Reverting restores that state and records the reversal next to the original action. Undoing a week of automated budget movement does not mean reconstructing it by hand from platform history.
