The biggest number is rarely the best move.

Each opportunity states the change it proposes, the objective it serves and the value the budget engine expects from it. Beside that sits a confidence grade set by the evidence type: experiment results outrank attributed history, and attributed history outranks a network's own report. Ranking combines the two, so a modest, well-evidenced move can sit above a large, thinly supported one. Items the Campaign Constitution would block appear with the clause that blocks them rather than being hidden.

Value and confidence, kept apart

Expected value comes from the budget engine against your objective; the confidence grade comes from the evidence type and whether the sample is large enough to read. They are stored and shown as two separate fields. Collapsing them into one score is how large guesses beat small certainties.

Evidence grade decides the order

An expansion backed by a geo test or a holdout ranks above one backed only by attributed history. A network's reported ROAS sits at the bottom of that ladder, and the ordering treats it that way. The grade is printed on the item, so you can disagree with it.

Every item is executable

An opportunity names the exact change, the campaigns affected, the Constitution limits it would run under and the rollback path. Approve it and the action service applies it unchanged. Decline it and the reason is kept, so it does not return tomorrow as if nothing was said.
